Tracy Figueroa
Economic Justice Managing Attorney
Tracy Figueroa will be joining the Texas Immigration Law Council as an Economic Justice Initiative Managing Attorney in November 2024. She spent more than two decades as a managing attorney with Texas RioGrande Legal Aid, Inc., addressing the legal needs of low-income individuals throughout their 68-county service area in Central and South Texas. Tracy served as TRLA’s Director of Pro Bono and Private Attorney Involvement (2021-2024), Disaster Assistance Group Coordinator (2017-2020), and Disaster Assistance Team Manager (2002-2017). She has represented many clients in state court – primarily in Family and Wills and Estates cases – as well as many disaster survivors in administrative and federal court proceedings against the Federal Emergency Management Agency. She is skilled at managing legal projects; mentoring attorney and non-attorney legal professionals; and collaborating with local, state and national partners. As a result of her leadership and advocacy, Tracy received an Impact Award from the Poverty Law Section of the State Bar of Texas in 2018 and a Resolution from the State Bar of Texas in 2019. She served on the American Bar Association’s Standing Committee on Disaster Response and Preparedness (2018-2021), as an officer with the Corpus Christi Bar Association (2010-2016), and as a board member for the Coastal Bend Center for Independent Living (2008-2012). From 2001 to 2002, Tracy was a Law Clerk to U.S. District Judge Hayden W. Head of the Southern District of Texas, Corpus Christi Division. She received her J.D. from Washington University School of Law in St. Louis in 2001.
